yes you can take a sawzall and cut the tire but the problem is the tire bead stuck to the rim flanges on both sides (this fit is very tight or else the wheel would spin inside the tire when torque is applied - 1 reason the beads are so wide on the 9.00x16 ndt / nato - about 1.125 in wide and inside the bead wire is probably .5 to .75 in dia.
i have never seen a lock ring "destroyed" or damaged beyond safe re-use by unseating the bead with a bead hammer tool and we had 30+ tire stores in the chain. Now dinged & chipped paint - yes.
