While it's cold, pull the fuel feed line off at the carb, and run a rubber line off that line into a old coffee can or something. Crank the motor and see if your pump is pumping as gas will go into the can. If it pumps, then check your float in the carb and also see if the needle is stuck. By your own admission the carb needs a rebuild, so focus there. If it is the pump, see if it's a blown diaphram (which is replaceable), if all else fails, you can run a electric pump untill you find a suitable replacement for your machanical.
