My 1952 Dodge Saleman's info says the PCV system was installed on Power Wagons because of the reason you mentioned in the last paragraph: the Power Wagon spends so much of its time driving slowly in off-road situations and idling while operating auxiliary equipment, that a positive ventilation system is needed to rid the engine of the unwanted, harmful blow-by gases that escape past the rings during combustion. A road-draft tube is not adequate for this type of operation.
