That may be true in their marketing department but in the real world the 10:00x15 low boy tube with offset metal stem works just fine if you can't get 11:00x16 radial tubes. The important thing is to use a radial tube in a radial tire. And yes you should use a radial flap. I've been running two sets of XL 11:00X16 LAV tires with these tubes on two trucks for 7 or 8 years with out one failure. Fred Coldwell ran these tires from Denver to Michigan and back on his W300 at sustained highway speeds with load and I don't think he had any problems. Not sure but I think he was using the 10:00x 15 tube. Works for me.
