If I'm not mistaken the T-case is mounted to the bottom of the cab which acts as a type cross-member. The cab of course is mounted to the frame. The emergency brake and cable are mounted to the T-case. Maybe the cab and/or T-case is loose and moves giving the impression that other things are moving as well. The lever mounting braket is mounted to the tranny which is mounted firmly to the bellhousing. If the Cab and/or T-case are loose and moving ,the levers would tend to move some but, the tranny and engine should be firmly mounted and should not move because of a small T-case movement caused by the parking brake being set. Of course the short shaft between the tranny and T-case would move a little also.
If my engine appeared to be moving as you say, I would definately get a friend to work the brake lever while I looked for the cause of the movement.
