Ship them by UPS, seperate, unboxed.

I just shipped (4) 9.00x16 NATO from NY to Las Vagas by UPS. They charge an extra $5 bucks if not in a box. I wrapped a lot of clear tape around an area about 8 inches wide so the UPS driver would have a good place to stick the address label.

Call UPS and give them the size and tell them not in a box. Went smooth no problems.
