voltage regulator

I noticed today (after the truck would not start) that my voltage regulator works on and off. I rap it lightly with a hammer and it works. Can i fix it by cleaning the contacts or should i just buy a new one ($51 at napa). I also would like to know if a 12 volt charger on 2amp draw can be used to jump start the old truck (still 6 volt) without doing lots of damage. Thanks
