I had the same problem, the only voltage reducers I could find cost 10 bucks each and I needed 3 of them to handle the amps of the motor. I ended up putting in a balast resistor (ignition part $3.95 new) which reduced the voltage to 9 volts. The motor runs a little faster, I get a little more heat, I've been using it every day for the last 2 months and no problem yet(knock on wood)
I never saw the little spring thing while doing the instalation, I'ld like to hear more about that if ya get any info
