Jeff, it completely depends on your goal for the restoration.....if you plan to show the truck...the cheapest laquer based chassis black paint is what came on most vehicles new & Power Wagons were no exception. Most had rust forming in areas of the frame & running gear long before they were sold. They were not built to be pretty. An over restored chassis would lose points if judged at a show.
If you plan to use the truck for work & are not concerned about a faithful restoration, Powder Coating is likely the best coating. Second best....any Epoxy primer & Epoxy paint. Do not settle for a Eurethane paint. Be careful when buying it....most paint dealers will try to tell you their eurethanes are Epoxy. The brand name is not important, only that it is a true two part epoxy.
