A year or so ago I had a tube failure while driving. I was only doing ~25 mph but it was around a corner. By the time I came to a stop t here was NO air in the tire and and the tire was completely flat on the bottom, but the split ring was still held in place with the tire bead.
Once the tire/wheel is assembled and inflated I think one wold have to have a break of the tire bead in order for the split ring to come off without the use of tire irons.
During inflation there is little danger if the components are clean and free of rust. I like the method that Jerry related of safely airing the tires by mounting them backward on the drums and using a locking airchuck. Inflating with the tire valve down ad locking airchuck would also alleviate much of the danger from a ring flying off. But I suppose the best method is to just keep the rim and ring clean, free of rust, and unbent or dinged.
By the way, I've found that with split ring rims that are in good shape and painted or powdercoated, mounting and demounting tires is remarkably easy.
