All the brake covers are drilled to allow the brake to be switched from left hand or right hand braking. One hole is for the anchor point and jamb nuts, the other is for the tension spring and nuts. You just flip the brake band depending on how your winch is set up. I agree with Clint that it's handy to position the brake cover so that it's easy to reach the tension adjuster.
I think it's important to have the band set up correctly. Otherwise you are overheating the brake, overheating the oil seal, and wearing it out needlessly. Then it's not there when you need it.
