The brake late-style pedal mount is too close to the frame rail to mount even a small vacuum booster. Hydroboost is the only real option here if you want brake boost.
It looks like Manny C. has an unboosted disc brake system on his truck. Maybe pick his brain and see what he did. If it works that would be pretty sweet! I've seen other Power Wagons that had unboosted dual master cyliners, and the owners said the systems worked well. So there's something to it I guess.
You could always convert back to an early-style brake pedal (heresy!), and then you could use my brake kit. In fact, I have a brake pedal and bracket here that I will give you if you decide to go that route. :)
