From Army Technical Manual - TM9 8030, paragraph 204
(2) Screw the tie rod ends on the tie rod, installing the right end at the offset end of the rod. Turn the two ends an equal amount on the rod until the distance from center to center of the ball studs is 48-1/16 inches and the lubrication fittings in both ends are toward the rear.

d. Adjust Toe-In. If toe-in is more than one-eight of an inch or if the wheels toe out one-eight of an inch or more, adjust both tie rod ends and equal amount. Otherwise, the adjustment may be made at the left tie rod end.
