I've been involved in blacksmithing for over 20 years and I've come across a lot of rusty tools. Remove any wood or other things that aren't steel and soak in about 10-20% phosphoric acid in water. When you are satisfied with the amount of rust removed, immerse momentarily in ammonia to kill the acid etch, rinse with fresh water, then immerse in WD40, remove and drain. This method can also be used to sharpen dull files.
