tire question of the week

I am putting tires on my dodge,9:00-16. military tires.Two tires are brand new,but over seas recaps.The other tires are just about brand new,but have very,very little little dry rot in one or two small spots...
I know I'm not doing sixty all day in the dodge,but what tires should go where??
