The problem with aluminum and steel is, once the steel rusts, it locks the aluminum. You can try welding steel on but if the lubricant doesn't get soaked in, you will more than likely strip out the aluminum threads, if the welded steel holds. If it were me, I would take to a machinist to setup on their machine and drill the bolts out saving the aluminum threads. Easiest and best way.
