As for re-arching, I don't put a lot of stock in the idea, but some others may. Re-arching is a way to "seat" the brake shoes so they contact the brake drums better after a brake job. Until they are seated you don't have 100% braking. But they will do this on their own during driving. It may take 50-100 miles to do so.
