Your steering shaft is still physically connected to the axle. If the pump fails or a hose breaks, you can still steer via the armstrong method.
The hydraulic steering made for the Rockwells (and a lot of offroad only vehicles) acts more like a master/slave combo. No pressure equals zero steering. Scary on a trail, but deadly on a road.
