When there is not a running torque or other load process specified for a tapered bearing we have always used zero clearance - spins free. The process involves some "feel" but the process is fairly straightforward. Tighten the cone into the cup until stops spinning; that is zero clearance. Then back off the adjuster until the unit spins freely.
Another tip is shock the housing or hub, in this case, with a dead blow mallet when the bearing is tight at zero clearance. This makes sure the the cup is against its shoulder.
