I use to see PWs with tires like that in Alaska. They were either used on the beach for set net fishing or on trails over the tundra. Most of them were DC 3 aircraft tires. The rims were either used standard PW rims. they cut the center out of one rim then mated it with another rim with the center still attached. Others would take 2 combat rims and bolt them together using the flange. Neither were DOT approved but for low speed off road use they're fine. Most were run at low psi. There was never an aggressive tread on these tire conversions as they were aircraft tires.
