There is a thin metal ring at the bottom of the wheel you can feel with a finger. The tool you use must fit snug on the column to grab that ring. I made one by getting a 1-1/2 inch shaft, bending some flat stock, and coating the top with tungsten. Tungsten is optional. There is a picture of the Military puller in the PIF, however, if the wheel is tight on the shaft, it pulls to the side, a gear puller pulling straight works best. You can always fill in cracks on a wheel with JB Weld and sand it down, works well.
