My guess is a vacuum pump.

I base that on the protrusion on the top that looks like a barb fitting for a hose. Also, the wire seems to be a feed for what looks like an electric motor on the bottom. It would assume the metal housing is the ground connection.

What could it be for?

Maybe for wipers, a brake booster, or an actuator for shifting a PTO, or some other mechanical device mounted on the vehicle.
