Matt, Only the left plate is movable on the front axle. But with a shim of only 2 degrees, it really won't matter that the plate is slightly out of alignment with the spring pack.
I re-used my clips. I believe the question of whether or not to re-use the clips hinges on if they were damaged during disassembly. If the nuts are rusted on tight, as is probably usually the case, the threads can be nearly obliterated during disassembly. I think that if one has been very careful (and lucky) during disassembly, then the clips are reusable. Clean the clip threads that are below the nuts before disassembly. Use lots of penetrating lubricant when taking the nuts off and go slow: one turn down then back up, two turns down then back up, etc. trying to get the penetrant between the threads. Don't use heat as that will ruin any hardening that the nuts or clips have. After the clips and nuts are off they should be examined to make sure the threads are good and probably the threads should be chased with tap and die. After all that, if in doubt, replace. Use a never-seize when re-assembling.
