Hot water/steam pressure washer is very effective.
Check your local tool/equipment rental places, they are pretty cheap to rent. My local rental place has a decent towable unit. I have rented it a number of times for testing/evaluating ingress protection on products that are typically exposed to harsh washdown conditions (IP69K).
If you are going to use it for more than this project, buying one is probably about the same as 2 to 3 weeks of rentals.
Also look at the cleaning chemicals used on industrial equipment (paving) to help get off oils, grease, tar, etc.
