When talking about correcting a speedometer (with gearing - either internally to the transfer case - or externally with an adapter) tire revolutions per mile is taken into account. This is based upon overall tire diameter, or more specifically, tire circumference. These calculations is shown in the link provided by Tim Ellis (which I eluded to below).
However if we have a need match an axle ring and pinion ratio to a desired tire size and/or engine RPM at a given speed, tire circumference is not as much of a factor as Effective (loaded) Tire Radius. These calculations are shown here. Effective tire radius is measured from the ground to the center of the hub with the truck naturally loaded.
