have you checked the clearance of the bolt shank and the bearing cap? especially with power steering, there is more instant torque applied to the cap/arm, if the holes in the cap have too much play from the bolt shanks it will behave like an axle and loosen up fairly quickly, one remedy is to buy some axle stud cones and have the cap where the steering arm is machined out to fit the cones, then replace the bolts with studs and install cones, split lock washers and locknuts then torque to spec the lower cap and the rt side caps should be fine as is. you can get cones and studs etc. at any drive train or axle shop. larger trucks are set up this way on front drive axles.
