You probably don’t want to take the carb apart, and you don’t want to try another fuel pump, right??
I would buy a simple boat type squeeze bulb primer. Replace your carb fuel line with a short hose with the squeeze bulb in-line. Dip the hose in a can of gas, and pump it up while listening in the throat of the carb. The float valve should positively shut off the flow, evidenced by no hissing noise. Next, start the engine while squeezing the bulb to see if the engine begins to flood out. If all that checks out, the fuel pump would seem to be the problem if not, the carb float valve is the likely culprit.
