Chris is correct.
There is a picture in the book "Dodge Pickups History and Restoration guide, 1918-1971" , by Bunn and Brownell that shows a factory shorty power wagon with a 5th wheel hitch on the bed. The caption says, dated May 6, 1946 outside the plant, waiting to be delivered".
