It may be worth looking at similar wheels used by other automotive manufacturers. I have seen a lot of different trucks besides the Power-Wagon with silver colored split rings on their wheels. Also, I have seen a lot of antique tractors with silver rims (not the spokes). Those guys are very particular when they restore a tractor.
It seems like rims and/or rings were a common thing to see silver in the 30's 40's and 50's. If not just Budd, but Kelsey-Hayes, other wheel manufactures may have been using a common process between them at the time.
There are a lot of other antique truck and tractor websites out there. May be worth looking into?
