Yes, in the day, Napco and M-H seemed to be regional however ford was utilizing M-H since before WW2 where Napco was post war and was the preferred option for GM. in Caltrans case, I have seen many W300s and W500 in their fleet back in the 60s and 70s especially 4 doors! (they needed the max sleeping space for their crews!) but the medium duty trucks were generally the most prevalent usually 1 & 1.5tons with low side 2-3 yd dump beds, plus at that time the fleet of snow blowers were mainly Sno-Go on late 40s and 50s Ford chassis w/ M-H all wheel drive. My best friend had a 1965 GMC 1 ton he purchase fron North Tahoe FPD it had a Napco conversion, it was a break down special! The dana 44f in my 67 W200 was twice the size of the Napco front axle! I used to give him guff over his '1/2 ton front axle! he broke a few axle shafts and it took a while to get repair parts out of Minn. He also had a 49 ford ranger(window panel ) that was M-H equipped and a flathead v-8 that was unstoppable! He had no troubles getting M-H parts as the ford dealer in Reno had most in stock because M-H used the sane components for many models of the fords! Of course, here in Idaho I have seen (and almost purchased one ) two M-H model 444 plow trucks! 4ton 4x4 w/ Hall-Scott huge 6 cyl gassers and 5 and 4 speed trans and two speed t-cases! real beasts! they had front v plows w/ rt hand wing plow and small dump box for ballast, all cable driven plows!
