Get some of this. Get a spray bottle and mix a shotglass of this and fill the spray bottle the rest of the way with water.
Spray the solution up inside all the nooks and crannies of the repaired area. Do this AFTER you sand or scrape away any rust you can get to. Let it sit for 10 minutes or so, the rinse it with plain water.
After all is dry, paint it with whatever final paint or primer that you want.
This is a phosphate was solution that will neutralise the rust and enhance paint adhesion. This jug will last you for years.
