IIRC, it was the largest fresh water lake west of the Mississippi. I think the Kern, Tule, and Kaweah Rivers are all dammed and all overflow is diverted by canals. The land that was once Lake Tulare now belongs to the farms that abutted the lake, so there is no chance the farmers who use that land will let any significant water get to the "lake".
