Frame Question 66 FFPW

Hi, My 1966 FFPW seems to have repaired frame cracks that cracked again, but also a reinforcing plate that appears to be stock but I have not seen this plate on other pictures or drawings of the frame. What's your take on this? The truck was used by an industrial electric contractor to set utility poles using a pole frame on the rear, with supports to hold up the rear of the bed and a second pto winch at the front of the bed.
