Most WDX-WM300 PWs don't have or if they did have the outer seal, it has been removed from what I gather. The outer seal is not pressed into the hub as the inner (facing the springs)seal is but rather pressed into a stamped sheetmetal flange with bolt holes to match the hub. It goes between the outer hub and axle shaft flange like a gasket.
It should be as easy to remove as any sheetmetal gasket you might expect to be. If you want to replace the seal in this flanged holder, use care or it will bend beyond reuse.My 1964 WM300 had leather outer hub seals. Once you remove the spindle nut and spacer/washers,the whole hub,bearings-seals ,etc. should pull right off.
