You have to remember some inspectors don't have a clue. I was forced to get a permit when I put the raiant floor heat in my garage(in concrete). The "test" they wanted to do was to put 85 PSI on my pex for 15 minutes to see if it held. I informed them it was not rated for that much psi and 7 lbs was more than enough. They didn't agree. Ended up having to have the manufacturer send the Max psi for the tubing to them. The floor is a non pressurized system(open air). Whole thing was a joke anyway as he came And I had the air pressure on it with a guage. After 2 minutes he left and never even bled it off. It all about the fees and power.
