It's just a worm gear and sector, like the winches but w/ only part of a gear. The design is "self locking", you can't free wheel a winch either.You are not supposed to be able do what the test is.
Later designs us recirculating balls internally, very low friction. It's more normal since the 60s, and would be a good upgrade for us.
Paul, maybe you have to look up the requirements of that test. I would do it to look for slop in worn parts. It wouldn't occur to me to look for tight parts. Road test for that.
