I had a similar issue with my 1985 W150. It is a 318 with the lean burn Carter BBD(like) electronic carburetor.
It would starve for fuel due to the extra fuel needs going up long or steep hills. It ran ok on less power demanding sections of road. In the end it was a partially clogged inlet and jets. The couple of inches of soft fuel line after the filter had started to shed little bits of rubber into the fuel headed to the carb where these were not welcome guests.
