Yes the outside looks like it has had a lot of weather or salt exposure.
That drum is fine. What looks like a hole is actually the shadow cast by the clearance notch in the side of the drum for the grease fitting, as well as the very black greasy grease fitting itself, and the shadow it is casting.
The winch does have a lot going for it. Notice how straight and unmolested the front and rear angles are. And the end support for the drum shaft is one of the straightest I have ever seen.
Yes, it may need a new bull gear. But everything else looks to be an easy and relatively inexpensive fix.
