I checked one of my manuals and it states "if the bearings are to tight, they will bind." Now that you are running used bearings, this may be the problem in torquing them to 100 ft-lbs. I would adjust using the procedures below, you may find that will take care of the problem.
If you find spinning the wheel, the wheel tightens then loosens, you have warped bearing or hub from too much heat.
