Lots of good flare tool suggestions, as you requested, I am partial to the Eastwood turret tool. However, I think you are barking up the wrong tree. I would be pretty hesitant to cut off that "excess" tubing. I have installed a bunch of these kits and never had to modify them in a stock configuration. Check again where you might put a little more bend in here and there, I bet you can make it come out right.
