Fuel tank outlet

There are two female outlets on the gas tank, one of the side toward the top of the tank, and the other on the bottom of the tank. The drawing in the Parts Manual shows the fuel line from the tank to the fuel pump coming from the high side outlet, but that does not make sense to me. Gravity is yelling at me and telling me to connect my fuel line to the outlet on the bottom of the tank. Old VWs and old Porsches have the outlet on the bottom of the tank. And do you prime the fuel line before starting the engine?
