It works.
The heat from welding also causes some expansion of the bolt, which seems to help free it up when it contracts.
Paul in NY also recommends heating the bolt and touching some paraffine to the bolt, which flows down into the threads. This works also. Just enough heat to melt the paraffin but not to cause smoke.
