A plugged vacuum line should have no effect on the carburetor. The only thing a plugged line should effect is whatever is down-line operating off of vacuum from that line.
I am with Greg on this one as I have had the same experience on my WDX. And, because a little choke helps it run better while driving is a sure indication that it is getting too much air without the choke. A vacuum leak is a major contributor to "getting to much air" (lean condition). Or as others have said, a plugged jet will restrict the flow of fuel (lean condition) and give the same effect as too much air.
I too would check the carburetor mounting gaskets and hardware tightness.
