Yes they can. Lots of guys running 24 valves with a P Pump. I doubt there’s any way to do that on a common rail engine. Problem is the auto transmission won’t shift in a 2nd Gen 24 valve without data from the computer so as long as you’re installing it in something else & running a manual transmission.
Nothing wrong with a 24 valve engine actually. Just the 94-98 P Pump is miles better than the dinky pump the 24 valves come stock with. This all costs big money however. Like plan on a couple thousand just to buy a PPump that hasn’t been trashed. Maybe closer to $3000 these days & then you still need all the lines & other hard to find parts. You almost have to buy a core 12 valve engine unless you know some Cummins nuts.
