The crux of this move to electric everything is infrastructure. It’s not there and I am not sure that a major change like this can be done in less than 10 years.
California has enough problems supplying enough power now (think summer cooling). But with adding EV charging, banning of natural gas and other home and water heating methods besides electric is going to overwhelm the grid.
Yes wind and solar will help but they also have a big environmental impact. Especially solar due to the materials mining and processing. Lithium batteries also have a huge environmental impact. Think mining and processing lithium.
There is a balance somewhere, but governmental banning and selecting a single power source is political as best and uninformed and arbitrary. How much of our power is natural gas or coal fired? In my area there is hydro power which is deadly to salmon and other aquatic life. By the way, wind turbine blades are not being recycled and are piling up in storage yards or being buried out of sight.
