Winch sealing

Hello Folks I have a question on my MU-2 winch for my PW. I have stripped it and powder coated the gear case and all external assundry items and am getting close to reassembly, my question is How are you guys sealing the gear case where the worm gear is held in place by the covers? I have overhauled winches on both and M37 and a Deuce and sealed with only the gaskets/shims and both of them over time are weeping oil never any drips but just a film of oil on the case. I know I need the gaskets/shims to set my bearing preload but how can I seal the case to eliminate this oil situation on the outside of the gear case?
