If you can twist the points cam, it's probably working ok, the only way to tell for sure is to use a timing light. If your elevation is 5,000 plus feet, you're going to really notice a lack of power. Not much you can do about it other than, installing a turbo or supercharger, or installing 7.50-16 tires to get some lower gearing, or installing a V-8 or Diesel, or changing from a 6 blade fan to 4 blades. You can adjust the governor to compensate for altitude, and you'll need a repair manual to do that, so you may want to give that a try.
