The specs I've seen for 9.00 x 16 NDT (military) range from 35.2 to 35.5 depending on where you look.
The spec on the Michelin 11.00 x 16 XL or XZL tires is 38.7". (When I was running my slightly worn Michelin 11.00 x 16 XL tires on my M37, I found I was actually traveling about 8% faster than what my speedometer read.)
You might also consider the STA Superlug Mud & Snow 9.00 x 16 tire. I've not driven them myself, but it's better in snow and ice than the military NDT tires. It's also better on wet roads. They don't look the same as the military NDT tires, but they do look nice on these trucks and are a better all around tire. The diameter spec is 36.5, so just slightly bigger than the Military NDT.
