I've always used silicone sealant. You can also check the position of the center threaded part relative to the sliding gear when the brass dial is in locked position. The top of the male threaded part should be flush with the inner surface of the sliding gear. With this setup, you should be able to turn the dial about 1/2" to 3/4" at its edge from free to lock before it starts to engage (unless your splines are trashed) A gasket will have a lot less effect than shifting the sliding gear by one pin.
