I found a fabric cover on my oil filter...

when changing my oil tonight(in the 28 degree cold of my driveway in CT) on my '50 PW. What is the cover for? I bought a Wix replacement filter for my truck, should I replace the oily sock on the new filter before reinstalling it? Thanks!
